You should put a deep conditioner in it like Pantene's Restoratives (I love it!) before she get's in the pool and put her hair in at least 4 braids.

There's a hair line I've seen in either Target or Sally Beauty supply called Beautiful Beginnings. I believe along with the kiddy relaxer, they have conditioners, shampoos, and hair moisturizers that are specifically for managing hard to manage hair. I know another hair line is Motions For Kids and Just for Me.

try this stuff called "body and bounce" made by ISO you can fine it at salons and beauty supply stores. I've recomended to alot of my ethnic customers and they say it works great. It's like a leave in conditioner but if gives the hair some very light hold. when hair is very damp take a small amount and work it through the hair starting at the back and work forward. the water in the hair helps the product work through the hair.
